			<content:encoded><![CDATA[<p>North Korea is again issuing threats of war.  Al-Qaeda has recently moved into the African nation of Mali and faces the military response of France. War in Syria continues to rage and threatens expansion into Turkey and Israel. Terrorism continues globally.  Added to these examples of armed violence, there remain serious issues faced by populations that could trigger war&#8212;hunger, poverty, and political repression. Is there a means by which the level of conflict globally can be reduced significantly and peace reasonably assured?</p>
